聯合國的改革與國際社會的發展

在二十世紀前半段歷經了兩次的世界大戰之後，當時世界領袖們決心成立一個避免衝突再度發生的機制，聯合國因而誕生。聯合國的創始人對於這個新的世界組織抱有相當大的期望，希望聯合國能夠確保基本人權，創造出一個正義與法治的國際社會，以及聯合國憲章中強調的：「促進社會的發展，以及在更自由的環境中建立出更好的生活水準。」然而聯合國歷經六十年的發展過程，對於當初的遠景卻還有一大段的路要走，這條不好走的旅程中，除了需要國際社會自發性的援助與支持外，聯合國本身在制度上、行動上的改革亦是刻不容緩。

Abstract

After experiencing two devastating world wars during the first half of the twentieth century, world leaders became determined to establish a mechanism that could prevent such conflicts from occurring again. It was under these circumstances that the United Nations was created. The founders of the United Nations placed great hopes in this new international organization, expecting it to safeguard fundamental human rights, foster an international society founded upon justice and the rule of law, and, as emphasized in the UN Charter, “promote social progress and better standards of life in larger freedom.”

However, after more than six decades of development, the United Nations still has a considerable distance to travel before realizing these original aspirations. Along this challenging journey, not only does the organization require the voluntary support and assistance of the international community, but it also faces an urgent need for institutional and operational reforms to enhance its effectiveness in addressing contemporary global challenges.
