雖然經濟合作仍是重心之一，但新南向政策「以人為本」的主軸，希望能夠將政策範疇延伸到包含人才交流、資源共享與區域鏈結等，期盼臺灣與新南向國家不僅是經濟利益的結合，而是能夠真正深化社會與人層次的交往。在蔡政府大力推動之下，新南向政策不在只是台商或學者的事，臺灣社會也漸漸出現越來越多東南亞與南亞的元素，但是整體而言，我們對於對方的國家與社會了解有限，有時常看到或聽到因誤解所產生的歧視，殊不知這塊區域正在以過去前所未有的方式與速度轉變當中，為了與這些國家的社會有效對接，增進理解，臺灣社會需要時常更新對新南向國家的理解。

Abstract

Although economic cooperation remains one of its central concerns, the New Southbound Policy?s people-centered orientation seeks to extend the policy agenda to talent exchange, resource sharing, and regional connectivity. It hopes that Taiwan and New Southbound countries will be connected not only by economic interests, but also through deeper social and interpersonal engagement. Under the strong promotion of the Tsai administration, the New Southbound Policy is no longer only a matter for Taiwanese businesses or scholars; Taiwanese society has gradually encountered more elements from Southeast Asia and South Asia. Overall, however, our understanding of these countries and societies remains limited, and discrimination caused by misunderstanding is still often seen or heard. This region is transforming in unprecedented ways and at unprecedented speed, and in order to connect effectively with these societies and deepen mutual understanding, Taiwanese society must continually update its knowledge of New Southbound countries.
