簡介:本研究分析了2000年至2013年間與台灣斷交的9個國家,發現它們斷交背後主要受到中國的經濟和政治因素影響。友邦通常能在斷交後獲得中國的經濟支持和政治地位提升,使這一決策成為他們的利益所致。對台灣而言,若仍追求外交關係,需針對各國制定有力的經濟誘因,以提高成功建交的可能性。

本文檢視9個在2000年至2013年與中華民國(以下簡稱臺灣)斷交的國家,以探討友邦與我斷交背後的中華人民共和國(以下稱中國)因素。本研究發現,對臺灣友邦來說,獲取來自中國在貿易、投資與金援的經濟考量,以及透過中國的支持提升其國際地位與穩固國內政權的政治考量,是影響友邦是否願意與臺灣延續外交關係的重要因素。大部分友邦在與臺灣斷交後,均能獲取大量來自中國的經濟與政治利益,即便是擁有長期穩固邦誼的友邦亦然。從友邦的角度來看,透過遊走於兩岸的外交競爭之中,讓臺灣與中國競租外交關係,能夠大幅提升其國家利益,因此道德與理想難以在極度現實的友邦爭奪戰中勝出。對臺灣而言,邦交國無法長期收買,只能短期租用,若維持邦交國數量仍是外交政策的重要目標,則臺灣恐需要更全盤地、有彈性且客制化地制定出有效的經濟誘因,以提升與各國建交的可能性。

英文摘要
This study examines the factors behind the termination of diplomatic relations between Taiwan and nine countries from 2000 to 2013, with a focus on the role of China in the decisions made by these former diplomatic allies. The research findings indicate that, for Taiwan’s former diplomatic allies, economic considerations related to trade, investment, and financial aid from China, as well as political considerations tied to enhancing their international standing and consolidating domestic political power with China’s support, are crucial factors influencing their willingness to continue diplomatic relations with Taiwan. Even countries with long-standing friendly relations with Taiwan have been able to obtain significant economic and political benefits from China after breaking diplomatic ties with Taiwan. From the perspective of these former allies, engaging in diplomatic competition between Taiwan and China and leveraging their diplomatic relationships with both sides has allowed them to significantly advance their national interests. In this intensely pragmatic struggle for diplomatic allies, moral and idealistic considerations often take a back seat. For Taiwan, it is important to recognize that diplomatic partners can be leased rather than permanently bought. If maintaining a certain number of diplomatic allies remains a significant foreign policy goal, Taiwan may need to develop a more comprehensive, flexible, and tailored approach to offer effective economic incentives to enhance the likelihood of establishing diplomatic relations with various countries.
